MADAGASCAR: Country's government suspends international travel, except to Nosy Be

The country's government has suspended all international travel, with the exception of those travelling to the island of Nosy Be, located close to the country's north-western coast. All incoming passengers travelling to the island must remain there, with the exception of Malagasy citizens and residents who are permitted to travel on to their final destination elsewhere. All passengers arriving from countries categorised as 'high-risk' for the virus, however, will be denied entry into Madagascar. Arrivals must also present a negative COVID-19 PCR test result obtained a maximum of 72 hours prior to travel but may be subject to further testing with a period of self-isolation.

AUSTRALIA: State of South Australia (SA) closes border to arrivals from Victoria

UNITED STATES: COVID-19 testing for Hawaii-bound passengers launched at San Jose Airport

U.S. low-cost airline Southwest Airlines has announced a partnership with COVID-19 testing provider CityHealth Urgent Care, to bring pre-flight testing to California's San Jose International Airport for passengers bound for the state of Hawaii; testing will be available for as little as $20 (USD) via the airline, who are one of three carriers now providing this service from the airport.

CUBA: Country's government mandates five-day COVID-19 quarantine for arriving passengers

The UK's Foreign, Commonwealth & Development Office (FCDO) has published updated information for Cuba to reflect that since 6 February, the country has been requiring most international arrivals to quarantine for five days upon arrival, with the exception of those that are part of an organised tour group; business travellers are not exempt from this measure, which also includes COVID-19 testing on day three with results by day five. The Cuban government has created a list of approved quarantine hotels for tourists arriving in the country, with costing up to $846 (USD) per person with airport transfers and three meals a day. All passengers are also required to present proof of a negative COVID-19 PCR test result on arrival, obtained no more than no 72 hours prior to arrival.

AUSTRALIA: States of South Australia (SA) and Queensland tighten COVID-19 travel restrictions

The governments of the Australian states of South Australia (SA) and Queensland have announced a tightening of COVID-19 restrictions following an outbreak of the virus at a Melbourne quarantine hotel, People who have been in the Greater Melbourne area of the state of Victoria on or after 4 February, are not permitted to enter SA unless they are essential travellers, escaping domestic violence, returning residents or relocating to the state. Travellers entering SA by air from a low community transmission zone are permitted to transit through Melbourne Airport, provided they are there for no longer than two hours and wear a face mask for the time they are in transit, including while on the aircraft. From 01.00 (local time) on 13 February, anyone entering Queensland who has been anywhere in Victoria on or since 5 February, 2021, must also apply for a border pass beforehand.

SWEDEN: Country's government increases domestic COVID-19 travel restrictions

The country's government has announced that from 14 February it will restrict the number of passengers permitted to travel domestically on long-distance trains and buses, in an effort to a curb a rise in infections from COVID-19 variants. Capacity will be limited to 50% if the journey is longer than 150 kilometres, and the measure will be in place until at least the end of May. Exceptions will be made for people who have already bought tickets.

DENMARK: Country's government mandates COVID-19 arrival testing for passengers

The government of Denmark has announced that passengers arriving in the country must now take a COVID-19 test upon arrival, and then proceed to self-isolate for 10 days; however, it is possible to shorten the isolation period if a negative test result is obtained no earlier than the fourth day after entry into Denmark. Limited exemptions apply, and all non-residents entering Denmark must in addition show both a worthy cause for travel and proof of a negative COVID-19 test (PCR or antigen) result taken no more than 24 hours before boarding the aircraft. Danish nationals and residents must also present a negative COVID-19 test.

SOUTH AFRICA: Country's land borders may re-open with strict new protocols from 15 February 2021

The country's government has announced that it aims to re-open its land borders with neighbouring countries from as early as 15 February, albeit with strict protocols in place; this includes the deployment of additional healthcare workers, ticketing systems for COVID-19 testing and queue limits. The queue between the Weighbridge and Beitbridge border post, for example, will be limited to just 700 metres. Current travel regulations require all persons entering South Africa from abroad – whether via land or air – to present a negative COVID-19 test result.

UNITED KINGDOM: Country's government announces updates to upcoming COVID-19 entry restrictions

The UK government has today, 9 February, announced further updates to COVID-19 border measures due to take effect from 15 February; from this date, all international arrivals, whether subject to home quarantine or hotel quarantine, will be required by law to take two further COVID-19 PCR tests on day two and day eight of that quarantine. In addition, UK and Irish residents entering England from 33 “red list” countries will be required to book a mandatory hotel quarantine stay through an online booking platform, at a cost of £1750 for an individual travelling alone - this package will include the hotel stay, transport and testing. A booking platform for both of these initiatives is due to go live on Thursday 11 February, when full guidance will reportedly be published. A raft of penalties, including large fines and imprisonment, will also be introduced for anyone in breach of these rules. The devolved UK nations of Scotland, Wales and Northern Ireland are expected to announce similar, confirmed measures shortly.

ISRAEL: Country's government extends airport and land border closures until 21 February 2021

The country's government has announced the extended closure of Tel Aviv's Ben Gurion Airport to all inbound and outbound passenger flights through to 21 February, in an effort to combat the spread of new COVID-19 variants; all land border crossings will also remain closed through to 21 February. During this period, officials will only allow travel to and from Israel in exceptional circumstances subject to approval; the closures apply to both foreign nationals and Israeli nationals. Israeli authorities also announced on 4 February that all arriving international travelers will be subject to a mandatory 14-day quarantine at government-designated facilities.

RWANDA: Country's government publishes updated COVID-19 entry and exit requirements

The country's government has published updated COVID-19 entry requirements; among them, international arrivals require a negative COVID-19 PCR test result obtained a maximum of 72 hours prior to arrival, with further screening measures and COVID-19 testing applicable on arrival at the destination airport. Passengers will need to wait for the results of their post-arrival testing in a designated transit hotel and then continue to self-isolate for a further seven days on release. Passengers departing from the country must also present a negative COVID-19 PCR test result obtained a maximum of 120 hours prior to travel. Locally, restrictions to limit the spread of COVID-19 are still in place throughout the country, including specific measures in the city of Kigali; among them, a curfew is in place from 19.00 to 04.00 (local time) across the country, other non-essential movement is restricted and face masks must be worn in public.

CYPRUS: Country's government updates COVID-19 testing and isolation requirements for arrivals from some countries

The government of Cyprus has announced the adoption of new measures from 6 February to impose both a mandatory 72 hour self-isolation period, and a requirement for COVID-19 arrival testing for passengers arriving in the country from destinations classified as category 'A' and 'B' on the basis of their COVID-19 risk levels. A curfew remains in place between 21.00 and 05.00 (local time) and other restrictions on movement and gatherings apply.

UNITED KINGDOM: Edinburgh Airport opens new COVID-19 testing facility

The Scottish Airport has launched an on-site COVID-19 testing service, offering fast and accurate lateral flow and PCR testing. PCR testing costs £99 per person for the general public, £80 per person for airline passengers and £60 per person for Edinburgh Airport staff. Lateral flow tests are also available for £50 per person. No booking is required for lateral flow tests as this is a walk-in service, however passengers who require a PCR test should book via the 'ExpressTest' website prior to arrival.

A number of state governments in Australia have announced updated border restrictions in response to the unfolding situation with COVID-19 cases in the state of Victoria. UNITED KINGDOM: Scotland to introduce hotel quarantine for all arrivals

Scottish First Minister Nicola Sturgeon has announced that all overseas travellers must undergo mandatory quarantine in hotels. The approach differs from UK Prime Minister Boris Johnson’s targeted quarantine system, under which self-isolation in hotels managed by authorities is mandatory for arrivals from "high-risk" countries.
